Cape Town has ideas for the Cape Flats

What are some of the key ideas that could shape the future of the Cape Flats over the coming decades?

The Cape Flats District Plan, is 1 of 8 such plans in the City,  which has been created with the purpose of supporting the process of rationalizing the metropolitan and sub metropolitan system of spatial plans. The clarity and coherency in such plans seek to contribute to a policy-driven decision-making framework, which in turn can create an environment to attract investment that generates economic growth and job creation.

The Cape Flats District is located in the southern part of the City of Cape Town metropolitan area and covers approximately 13 200 ha (132 km2). It comprises a significant part of the Cape Flats, and is bounded by the M5 in the west, N2 freeway to the north, Lansdowne Road and Weltevreden Road in the east and the False Bay coastline to the south.

It includes areas such as, the greater Athlone and Lansdowne areas, Gugulethu and Nyanga, Ottery, Philippi Horticultural Area, Fairways, Parkwood, Grassy Park, Lotus River, Lavender Hill, Zeekoevlei, Capricorn, Pelican Park, Strandfontein, Rondebosch East and a small portion of the south-western portion of Mitchells Plain.

Key ideas for the Cape Flats

Using the strategies developed by the CTSDF (Cape Town Spatial Development Framework) as a starting point, along with an understanding of the challenges and opportunities within the Cape Flats district, the district plan focuses on identifying the high Ievel ‘spatial ideas’ that should be pursued over the long term in the district.

Supporting the development of the Wetton/Lansdowne Road corridor and specifically the set of public transport oriented urban nodes along the accessibility grid as the primary areas for intensification of land use and access to higher order civic precincts (such as Athlone CBD, Gatesville Business District and Gugulethu urban node);

Development: A new shopping mall is under construction is located along the Wetton/Landsdowne Road, which has been earmarked as a development corridor

Reinforcing the set of development routes and activity street connections serving these nodes, as well as strengthening access to the west and east via public transport and improving mobility links;

Supporting urban infill and upgrade of undeveloped and vacant land with potential for urban development such as land in Pelican Park, Ottery and Strandfontein;


Retaining and enhancing the network of green anchors incorporating the False Bay Ecology Park (FBEP) and Philippi Horticultural Area (PHA), urban parks, such and Nantes, and the linear river systems (including the Big and Little Lotus and Vygieskraal)
