Bellville’s greenest building : The City of Cape Town electricity headquarters

The City of Cape Towns’ new Electricity Services Head Office in Bellville has achieved a 4 Star Green Star SA – Office v1 Design Rating. This is the first local government building in South Africa to achieve green building status and the third building overall in Cape Town to achieve a Green Star SA rating.

This five storey, 9,001 square metre building, is being developed on a site which previously comprised hard-surfaced parking areas, residential buildings and tennis courts. The building features offices configured around a central glazed atrium introducing natural light to the offices. A two hundred seat auditorium is to be located on the ground floor opposite the entrance, with supporting cafeteria, bar and seating areas also flanking the atrium. Outdoor eating and recreational areas are provided on the ground floor terrace, and a roof garden will be established that will offer walking trails, as well as covered recreational areas.


Cycling and shower facilities have been installed in the building for both staff and visitors to encourage cycling as a preferred mode of transport. Dedicated, preferred parking spaces (i.e. in close proximity to entrances and lift lobbies) are also demarcated and signposted for car share, car-pool, alternative fuel and 2-wheel (e.g. mopeds) vehicles as an alternative to standard car parking spaces.


Notable features include:

  • an air conditioning system that achieves a 150% improvement on the requirements set out in the South African national standards for energy efficiency, without compromising the comfort levels of staff
  • smart lighting controls, motion sensors and timers that ensure that lights aren’t left on unnecessarily
  • a design which maximises natural light
  • a system of 400 solar panels to power the building
  • water-wise plants the recreational areas
  • grey water reuse capabilities
